The Arc of North Carolina Celebrates Legislative Budget Victories!

2015 Legislative Session has Concluded

The North Carolina General Assembly has rolled out the biennial budget totaling $21.7 billion. Included in this budget are many key issues from The Arc of North Carolina’s legislative agenda. It is because each of you took an active role in advocating for these legislative agenda items that today we celebrate these major milestones!

Education Wins!

Teaching assistants are fully funded in this budget. Teaching assistants in K-3 are a critical aid for students with disabilities in our state education system.

Budget promotes smaller class sizes for grades K-3 and provides additional funding for these grades. Smaller class sizes can make all the difference for a child with special needs.

Significant portions of H921: Educational Opportunities for People with Disabilities is contained in the budget, including two studies to promote increased academic success in K-12 and getting students with disabilities into our workforce and into post-secondary education opportunities.

Budget includes an increase in the Scholarships for Children with Disabilities program. The scholarship will grow from 6,000 per year to 8,000 per years and will become a direct pay to the private school where the child attends. In addition, positive changes have been made to help parents with retaining the scholarship once awarded by improving the re-evaluation process (H334).

Medicaid/Health and Human Services Wins!

Budget does not include any reductions to Medicaid rates or Medicaid eligibility!

NC START Team receive $1,544,000 in recurring funding to support children and adolescents with intellectual or developmental disabilities for both years of the budget!

Traumatic Brain Injury Waiver will receive an increase in funding to include service expenditures and administrative costs!

Cross-Area Service Programs receive an increase in funding of $8 thousand recurring in the first year and $1.6 million recurring in the second year of the budget. This funding provides support to individual with intellectual and developmental disabilities including residential living, day services, and supported employment.

Tax Wins!

Budget fully restores the Medical tax deductions!

Final budget makes no changes to nonprofit sales tax exemptions!
